I ran the command on all the qt3 deb files and they have apparently installed. I really appreciate your patience and help.

I tried that too and no luck. I'll let out my dark secret and that
is that I've installed DarwinPorts (to get Gimp2) and I know that it
has installed some qt3 pkgs. Those are in my home directory, however,
and fink shouldn't even see them. I guess my current question is:
how do I get fink to find the .deb files so I can reinstall
qt3-3.2.3-13? I haven't had any luck with the FAQ on this.
With
sudo dpkg -i /path/to/your/debfile.deb
you can install any deb file. It will check dependencies, however, and fail if not all dependencies are installed. If your deb file is from your 10.2-gcc3.3 tree, there is a certain chance that it will not work on 10.3.
