That version of gettext-dev is only available via the unstable source tree.� If I had to guess, I'd assume that you built it on 10.3, and thereby got put in Fink's binary database, but then when you moved to 10.4 things got confused.�

Try�

fink --no-use-b install gettext-dev

That should force fink to build it from source.
