I just tweaked package.php on the web PDB so that binaries for
packages that are License:Restrictive packages are not included.  It's
not an ideal "solution", but it's hella easier than adjusting all the
CVS tags, package indices, and back-end databases, and perhaps having
to change them all back if we ever re-reinterpret the openssl
licensing terms.
