That got me in the right direction.
I just changed the hard-coded flag for the gcc command.
I also had to uninstall clisp and remove this file to get the
reinstall to work:
/sw/fink/dists/unstable/main/binary-darwin-powerpc/languages/
clisp_2.35-1_darwin-powerpc.deb
I still don't have what I want working, but at least now it my
problem is just in the clisp domain.

The documentation is there, in the sense that it essentially requires
the same process as to create a new package or update an old one: you
have to edit the .info file manually. Configure flags are passed via
the ConfigureParams line.
I recommend making a local copy of clisp.info under
/sw/fink/dists/local/main/finkinfo to work on.
