Any files installed by XCode aren't touched if you use "rm -rf /sw"
because they aren't installed in /sw (that's why we use it, in part). 
You may be the victim of the file being dropped by the installer.

Apple barely acknowledges the existence of Fink, so they certainly
aren't going to set things up to make it easier to use. ;-)

(They probably don't install XCode by default because most users don't
need them--but why they're a completely separate install is indeed
mysterious)

Go to connect.apple.com and register (free) to download the XCode
tools.  I don't know if we've ironed out all of issues with certain
packages not building using 2.2.x, so you may just want the 2.1
version.
