I couldn't find a "config.log" at my system, which means spotlight
didn't find one and in the library/logs is none.

You're looking in the wrong place. Fink's default setup is such that
Spotlight does NOT searh in its build directories.
Look in /sw/src/fink.build for a directory related to silc. The
config.log you want is there.
My suspicion is that you're missing the DevSDK package as per
