It does not exist alone, it exists as a part of the libxslt library, namely as a part of libxslt-bin. The package exists as a binary installation in Fink:

It is more than li and can be downlbut you can download and install the library as a binary from Fink, then you will have the xslproc xslt processor.

You don't have to compile all from source. If the package exists as a binary, you may just download and install it. You have to compile from source only if the package does not exist as binary.
