no, it's not, k3b has some very nasty linux/bsd-specific cd handling
code that I don't really know how to rip out, so I've never been able to
finish porting it.  It may have changed since last I looked, but...

As for KDE, other than koffice 1.6.1, KDE is completely up-to-date
(3.5.5) in unstable, and in stable, parts of 3.5.4 are available.
