All this should have been installed by the DevSDK.pkg together with the other Xcode developer tools.
I haven't been on any of my delete-or-die excursions recently, but I did decide not to install the SDKs when I updated the Xcode Tools, since I don't develop software. Maybe they need to name them differently, or even better, create default installs of OSX which contain everything you need to install source packages!
I really don't understand why installing fink, any source package or anything that's not a Mac application bundle is considered a developer task. This is userland. :S
