If you don't have a manually installed tetex, go for option [1].  Unlike 
some of the other system-* packages (e.g. system-perl or 
system-xfree86*), system-tetex is not automatically generated by 
checking files on your system.  It can therefore be requested in a 
situation when it isn't actually installable.
