Fink does add users via its passwd package.  However, I don't know why 
that would interfere with your ability to add a user manually (unless 
that user is already present).

I'd use Netinfo Manager to add system-level users rather than the System 
Preferences.  (and I have a postgres user that shows up in the Netinfo 
database with no entry in /etc/passwd)
