Reinstalling should have put you in exactly the same situation you had 
before, so it's not surprising that it didn't change anything. 

One option is to try the 10.4 binary.  Go to 
http://bindist.finkmirrors.net/bindist/dists/fink-0.8.1/main/binary-darwin-powerpc/graphics/
 
and download pdflib-shlibs_5.0.1-2_darwin-powerpc.deb and 
pdflib_5.0.1-2_darwin-powerpc.deb .  Then you can install them manually via

sudo dpkg -i /path/to/pdflib-shlibs_5.0.1-2_darwin-powerpc.deb 
/path/to/pdflib_5.0.1-2_darwin-powerpc.deb
<http://bindist.finkmirrors.net/bindist/dists/fink-0.8.1/main/binary-darwin-powerpc/graphics/pdflib_5.0.1-2_darwin-powerpc.deb>
Then try to install grace.   When I get a chance, I'll see about moving 
the newer versions over, but this will hopefully get you started.
