That's an indicator that you don't have it installed. :-)  This is  
equivalent to

$ dpkg -S libxml/HTMLparser.h
libxml2: /sw/include/libxml2/libxml/HTMLparser.h

but is by no means required.

See if installing pkgconfig lets you proceed.
