It's a command-line package management system, which uses Xcode to build
packages (for the most part).
Did you install fink's 'fpc' package to get the freepascal compiler? If
so, then you need to read the documentation contained within that
package, e.g. by installing "fpc-doc", and then using e.g.
dpkg -S fpc-doc
to see what is installed where by that package.
