As Alexander explained, Fink is a package manager. You use Fink to install other programs on Mac OS X that have been packaged by one of our package maintainers. For example, both fpc (Free Pascal compiler) and lazarus (Free Pascal IDE) were packaged for Fink by K-M. Schindler.
If you run fink list lazarus in a terminal window you'll see Fink provides both lazarus-aqua (native Mac interface) and lazarus-gtk2 (GTK2 interface via X11).
