The problem is that Dan has an extremely old mirrors list that has no 
longer much to do with reality. And since it and his fink version are so 
ancient, he cannot update it. I doubt that with the usual fink tools 
like "fink configure" he will be able to dig himself out of this hole. 
Some manual fiddling with fink.conf and sources.list will be necessary.

This is starting to become a serious problem: The only Fink version that 
comes with a binary installer is so old (three and a half years) that it 
is practically impossible to make it work.

I am cross-posting this now to fink-core, because I think it is time 
that the responsibles come to a decision:

Either Fink drops the pretense to have a binary installer and a binary 
distribution and warns people off from using the existing ones, or they 
organize the effort to produce a new binary installer and binary 
distribution (which, unfortunately, would nowadays mean to produce 4 to 
6 of them at the same time; but it would still be doable).

There should at least be a final binary distribution for 10.4 (ppc and 
intel), and then 10.4 should be led to rest.
