What do you get from

   fink dumpinfo -fenv cilk

? This might show whether there are other environment variables missing.

Anyway, since you are running a bare, non-selfupdated bootstrapped Fink 
installation, which is a configuration that has probably never been 
tested as a full build environment, it is possible that you are running 
into unknown bugs.
