Whether a the server supports tunneling or not is set by your network administrator--that's nothing we can control. You'll have to talk to them about it. Otherwise, you're left with downloading files via http. Provided that you can get to http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.4/ in a web browser, this should be possible.
