The whole xfce stack is extremely old and looks abandoned by the maintainer (thanks Alex for pinging him here!). I just overhauled the core libraries, window-manager, and filemanager enough that they now all compile for me on 10.6/i386 and the wm and fm run. I blindly pushed it to 10.4 also, since I had the same problem on 10.6 as reported here.
