There isn't one in the Fink package, but you can easily create one, for 
example like this:

1. Run /Applications/Automator.app
2. Drag Utilities/Run Shell Script to the canvas
3. Select /bin/sh from the Shell: menu
4. In the input window, write the two lines
   source /sw/bin/init.sh
   gimp-2.6
5. Save as "Gimp", File Format: Application, wherever you want

That's all. The resulting Gimp.app can be double-clicked, placed in the 
Dock, etc.
