It put down a /usr/bin/cc for me.  (same Xcode, same OS)

Yes, Apple's installer was supposed to something, and didn't.  This
sort of thing has been a problem since 10.0.

Actually, you're supposed to get files both under /Developer/usr and
/usr .

Somebody reported the _exact same_ problem (same OS, same Xcode) on
_this_ mailing list *five days ago*:

There are no instructions in the docs because the missing /usr/bin/cc
symlink is not the expected state of affairs.

It's not in the FAQ because the issue hadn't come up frequently
enough.  It probably has now.
