For precompiled apps, whoever builds them can sign them. I believe anyone who has a developer account can just request a signing certificate. I'm not sure if that has to be a paid account though. After reading the Gatekeeper docs, it seems that GK only blocks launching unsigned apps the first time. If you manually force launching it anyway by right clicking, it'll always work from then on. So it doesn't seem to be a terribly onerous process.
