I had the exact same problem, as I was trying to install fink into a directory off of my home directory. When doing so, the shell doesn't have permission to the parent directories (i.e., my home directory) when executing as user fink-bld, and thus can't access any of the necessary script files, even if given an absolute path. The solution for me was to configure fink to install into a root directory (like /sw).
