The config.log you're looking for should be in 
/sw/src/fink.build/xtide-2.13.2-1/xtide-2.13.2/config.log

See what reason it gives for the C++ compiler not working.

Also, it is generally not a good idea to downgrade Xcode.  If you need 
to reinstall, use the latest version available (or at least the last one 
you had).
