Aha! Looking at /sw/fink/dists/local/main/finkinfo I see that Safari appended .txt to inkscape.info. Renaming to remove the extension and running fink index -f pointed fink to the updated package. It's building now, but there are a lot more dependencies it needs to build first, so it will be some time before I know if it builds correctly. But at least fink sees the updated package now.
