I favor a quick release. dists/10.9-libcxx has some dep-tree holes and 
obviously unknown-many 10.11-specific problems, but dists/10.7 has 
those same 10.11-specific problems and *also* tons of packages that we 
don't really want users to have to deal with at all on 10.11.
