Yes, the former maintainer who originally brought this package to fink is taking an extended break from the internet, and you would be welcome to take the package over. The way to do that would be to write a revised version of the .info and .patch files for the package, and then submit your revised version (which declares you as the maintainer) to the "package submission tracker" linked from fink's main webpage. You can find extensive documentation about the .info and .patch files in the fink website (go to documentation, then to packaging).
