If you already have fink-0.11, then this will not reinstall fink, and the actual upgrade script will not be run. Your fink installation is *not* upgraded to 10.2.
I am forwarding this to fink-devel, because this is the second case in recent days when the new upgrade procedure did not work, and I have no time any more now to really find out why this is so. Maybe someone else can talk you through this.
