Depends on what this means. I know I'm not part of the fink development community, I'm really just a user of fink who happens to also know a lot about unix and programming. I've often wanted something like fink for various unixes. Solaris and Tru64 (my target platforms) could greatly benefit from something like fink. The ease in creating a .info file and specifying dependancies and having that app compile is wonderful. Source to bin package(deb) to installed package is great.
I'm not sure of fink's usage of dep, but if It could bootstrap a deb package environment on any unix I would consider it a powerful and very useful tool. I thought there might be some porting involved, but I might just give it a try on another unix platform.
