The fink package-manager can be thought of as a front-end to some of the debian tools. To port it to another unix, at a minimum you would need to port dpkg and apt, and I don't know how hard that would be. Then you could, in principle, run fink there as well, but I'm afraid you'll find there are lots of platform-specific things in fink's design. Certainly the code could be refactored into a more platform-independent architecture, but there has never been a call to do that.
