Ok, committed a patch to fink CVS - bare tarballs should not choke now, and file:// will work. But it needs to switch to curl to fetch file://s, since wget does not appear to support it. (we don't just 'cp' them or use them directly, since of course it could be on a remote fileserver or something, and curl lets you 'continue' as well.)
