I think that it should maybe be done at a higher verbose level as it will pause for interaction if it asks what to do.

I think this is one of those changes you simply have to implement. I am sure the packagers will follow up. As for the users, they have to be carefully introduced to this change. It should be exaplined why we do it and the message you display should be _very_ clear.
