Because it is neither really testing nor is it alpha code. It is a development branch we does run reliably stable, it is just not meant for production because it usual has many experimental features of the OpenPGP standard. Thus it would be hard to support all those if it went into the stable branch too quickly.

I still don't see a dilemma :-). For me the names "gnupg-testing" or "gnupg-unstable" still describe *exactly* what you say above in the Debian/Fink way of naming things.
