1) Clef and drm were right (I am basing this on what you write, I don't know the original conversation), in so far as that indeed, if something is in "Depends", then it always is automatically also a BuildDepends, *except* if it's a relative of the package.
2) So, are you saying that there are cases where this is not true? If so it's a bug in the dep engine and should be *properly* fixed. Please give an example of such buggy behaviour, than I can take a look
3) Still, if there is such an issue, then the change from build mode 2 to another mode did never fix it - it may have, for some obscure reasons, hid the problem, but that's all...
