I was also having problems with one of my machines yesterday (I didn't report them yet because I wanted to do some investigation myself). Maybe fink 0.18.0 doesn't work on machines whose owners are named "Matthias".
Upon closer examination, it turned out that I had disabled Permissions on the Volume that fink was on. Apparently, that used tow ork for earlier versions of fink, but no longer for 0.18.0
Maybe the test could issue a clearer warning for this case?
