I don't know much about gettext, so here's my chance to end this
naivete: are locale/$LANG/LC_MESSAGES files needed at run-time by
whatever library spawned them or just at compile-time when linking
against it? They are currently in atk1.

The shared library policy does not seem well-obeyed for packages that
have runtime programs.  (putting both headers and userland programs in
%N rather than using -dev and/or -bin splitoffs).
