yes it was fixed before the release of 0.20.0 unless 0.20.0 wasn't taken from HEAD. dmacks fixed it in HEAD and it hasn't been broken since, and I can buil dlibmng fine with fink cvs, I've built it 20 times in a row now and it never fails.

it works fine, if it's saying it can't move libmng.*.dylib then your
fink needs to be updated, there was a bug in fink cvs about 1-2 weeks
ago, it's not fixed, please update.
