OK, thanks to rsync and a fast DSL connection, this was not too painful..

Next try: Moved /usr/X11R6/include/X11/Xlib.h away. This removes x11-dev, but leaves everything else there, in particular system-xfree86-dev. From fink-virtual-pkgs:

So this doesn't seem to work either. Not surprising, actually, considering that system-xfree86-dev does not provide x11-dev any more, so it is not admitted to the competition for x11-dev.
