As you can see in the patch, that is what it does. Uses the download only option. And the requirement I put forth (guideline, really, but hey), in #2 was to not download anything that wasn't needed. apt-get in download or install mode will still download the same things. So, running apt-get in download only or in install mode doesn't really affect guideline #2.
