Our general policy has been not to allow this -- we insist on source code
which can be compiled by the user (even when there are redistribution
restrictions).  

If this software is self-contained, there are other ways of packaging it
for users (such as via Installer.app).  If it depends on open-source
libraries to function, then perhaps the author can be prevailed upon to
make his or her work also available in source form.
