It would be a long list! Some examples that I found are xchat-ssl, wget-ssl, valknut-ssl, sylpheed-ssl, stunnel4, squid-ssl, socat-ssl, and sitecopy-ssl.

Note that valknut-ssl has a special exception in its license file followed by GPL v2:

xchat-ssl does not have a similar exception listed. So if any action is taken on this issue, it will have to be done on a case by case basis.
