What you're doing is potentially breaking your package by allowing the
main package to be installed alongside an incompatible -shlibs.

As Daniel said, a main package should depend on an EXACTLY identical
version of its splitoffs, including the Epoch.  No mixing and matching
allowed.

It's not a "bug in fink", but rather that this package violates normal
operational procedures.  cf. the Epoch item (recently updated) in the
packaging manual:
