Actually, it's not.  mozilla-1.7.5-6 is available in the unstable tree.

Ummm...no.  XDarwin is the display server..._not_ the X11 flavor.  Do
you have XFree86 or X.org--both of these come with an XDarwin display
server, and I believe Fink for Tiger has the latest versions for
either of these X11 distros.
