Looks good; that's exactly the kind of clarification I was hoping we could add. A couple of questions:
1. Could we put citations to this page in the packaging tutorial and manual? 2. The Updating page only talks about people with commit access. Would the same rules apply to those without commit access? That is, can they submit to the tracker an update to a package they don't maintain, as long as the same criteria apply?
