Sure.  It's on the wiki, so anybody can make add any edits they want. :-)

The reason I focused on direct commits is because that can immediately
affect a maintainer's package without them having been involved in the
process.  The items I focused on are examples of issues that can
quickly bog down our mailing lists while we wait for a maintainer
response.

Since stuff in the tracker doesn't immediately get out into the wild,
I'd envision a more liberal policy in terms of what is
allowed--structural changes, variants, new versions rather than
revisions, ....  On the other hand, in the absence of an emergency the
listed package maintainer should be given by-in on the package (and
may well be the one who commits it) unless they surrender the package.

The rules for experimental trees would be similar.
