Dear Robert: The newer apbs includes maloc, so it is no longer needed as a separate package. I added maloc to both the Conflicts and Replaces field, and thought I had tested it to see that installing apbs would remove maloc.
I am not sure why you are getting this. Hopefully someone on fink-dev can tell me what to fix!
