There were significant changes in event handling and other places, updating to 7.3 was attempted prior to leopard's release, but would have been too time consuming, fairly large chunks of code would have to have been completely rewritten. Remember that X11 is being done by one engineer, and is just one of the projects being done by that one engineer.
