Here, on 10.5/x86_64, plplot is installed, and
a cvs diff with my local copy of plplot.info (on 10.5/x86_64) shows
just :

Else the patchfile is not used _ and the patchfile
does fix (adding a "const") the declaration of Tcl_Import...

PS: as to the "missing dep" for plplot-nognome that you cite,
I may have also fixed locally something there (except if that
thing is 10.6-specific), since as said the full plplot is
installed.
If you tell me the dep, I'll do cvs-diff there too (can't see
it here, since I must have also removed the Arch-restriction..)
