It's _currently_ hardcoded.  Hence "and only there".

Some of us are downloading Xcode directly from

I did, too, in part because the App Store was totally swamped on release day.

We are not _currently_ doing that, but it's a good idea.

Xcode 4.3 came out just before I took a trip without a laptop.  Since
I've been doing most of our recent releases, I figured it was safest
just to leave the setup as per the App Store default until we had a
chance to put out something which supported a non-hardcoded Xcode
location.
