Unfortunately, Fink's gimp2 is not upgradeable to the latest 2.8.2 because of missing dependencies. A quick check through the configure script shows that it needs babl-0.1.10 (Fink has 0.1.4) and gegl-0.2 (Fink has 0.1.6). Those are probably easily updateable. However, it also has a requirment for glib-2.30.2 and Fink's glib2 is stuck at 2.22 because newer glib2 is broken on OS X in the latest versions. There might be more missing dependencies, but I stopped at glib2 since it's fatal. So until glib2 is correctly buildable under OS X, gimp2 is stuck at 2.6.
